The culminating ceremony of the National Quality and Productivity Improvement Months held last October 27, 2009 at the Diego Silang Hall of the La Union Provincial Capitol was devoted primarily to the recognition of government organizations that showed exemplary performance in productivity and quality improvement as evaluated through the Productivity Improvement Scorecard and Labeling (PISAL). Laoag City Mayor Michael V. Fariñas was invited to be the keynote speaker during the NQPIM culminating activity.
