PART I  - PRELIMINARIES

 

The meeting was called to order by Dr. Enrie A. Mendoza, PPDC, Ilocos Sur and President, LLPDC Region I at exactly 10:30 a.m.

 

The doxology and singing of the national anthem commenced thru audio-visual presentation.

 

Ms. Norma L. Untalan, PPDC-Pangasinan extended her warm welcome to all the participants of the meeting while Ms. Janet S. de Vera also of PPDO Pangasinan acknowledged the participants, guests and resource speakers who attended the meeting.

 

PART II  - MEETING PROPER

 

A.     Presentation of the objectives and agenda of the meeting

 

With the declaration of a quorum, Dr. Enrie A. Mendoza, RLLPDC President presented the objectives and agenda of the meeting which were approved and adopted by the body.

 

B.      Review and approval of the minutes of the previous meeting

 

The minutes of the previous 4th quarter meeting was approved and adopted by the body as presented.

 

C. Highlights of Discussion

 

  1. RDA CY 2006 ASESSMENT AND RDA CY 2007

 

Concerned staff from NEDA RO I presented the assessment on Regional Development Agenda for 2006 and Targets for CY 2007.

 

MACROECONOMY:

 

2006 Accomplishments

Ø      2006 GRDP is much higher than the national GRDP (5.8% - 6.2%)

Ø      Sustained positive growth rates from the AFF, Industry and Services sectors

Ø      AFF has higher growth due to robust performance of fishery sector

Ø      Industry sector showed a dismal performance due to rising cost of oil and electricity

Ø      Services sector has sustained growth

Ø      Employment rate is 88.33%

Ø      Inflation rate is 6.40%

 

2007 Targets

Ø      GRDP growth rate for 2007 is likely to be closer its lower end at 6.4% but higher than the country

Ø      With combined robust growth and strong peso, the regional economy will continue to sustain the growth

Ø      Employment rate 92% to 94%

Ø      Inflation rate 6%  - 7%

DEVELOPMENT ADMINISTRATION:

 

Presented under this sector are the 2006 accomplishments and the 2007 targets of agencies like Civil Service Commission, Philippine Information Agency, Department of the Interior and Local Government, Philippine National Police and Department of Budget and Management.

 

 

 

  1. ALTERNATIVE ENERGY SOURCE

 

A video presentation entitled Wind of Change was viewed by the participants. It shows a Windmill Project in the United States which was first opposed by the residents but eventually well accepted after learning of the benefits they could get out of the project specifically from the wind as a non-pollutant source of energy.

 

Engr. Samuel Abad, the representative of UPC Asia Wind one of the most successful privately owned wind energy development companies in the world, discussed the “Program Pangasinan Wind Research Assessment and Clean Development Mechanism Project (Wind Power Project)”. He stated that the municipalities of Infanta (Brgy. Pita); Labrador (Brgys. Bolo, Bongalon, San Gonzalo, Laois and Uyong); Mabini (Brgy. Villacorta); Natividad (Brgys. San Macario Norte, Cacandungan and San Eugenio); San Quintin (Brgys. Mabini, Cabangaran, Casantamariaan, Gonzalo and Nangapugan) are potential sites for Clean Development Mechanism (CDM) Project in Pangasinan. Engr. Abad further said that the Project could become one of the largest wind farms in the Philippines with approximately 900 MW and an estimated project cost of US$1.1 Billion.

 

3. MENU OF PRODUCTIVITY AND QUALITY SERVICES FOR MICRO SMALL AND MEDIUM ENTERPRISES (MSME’s)

 

Mr. Jonathan Viernes of NEDA ROI informed that the RDC, thru the Regional Productivity Committee tied-up with quality and productivity consultants to provide vigorous extensive assistance to Micro Small and Medium Enterprises (MSMEs) in the region. The pool of productivity and quality consultants comes from the following offices: DTI, DOLE, TESDA, DOST, DMMMSU, MMSU, UNP, RTWPP & NEDA. They are tasked to support the government’s productivity enhancement program by providing technical assistance to the LGUs and MSMEs acting as trainers, facilitators and consultants. The focus areas are (1) Plant and Facility Improvement, (2) Product Enhancement, (3) Human Resource Development, (4)Process Improvement and others.

 

4. STATUS OF LGU ICT COMPLIANCE

 

Mr. Viernes also presented the LGU Web Presence Status by Region. He said that most of the websites have available features but are either not functional, inaccessible, have empty pages or invalid e-mail addresses. He recommended that these be given appropriate actions so that these LGUs will be able to provide information on all aspects of their programs and services to their clients outside and within the country. He further informed the status of the LLPDC Website which is now available though still with incomplete information.

 

 

 

 

5. MDG RELATED CONCERNS

 

Ms. Ines Meneses discussed the status of MDG submission by province in the region. She said that the Action Plan for MDG until 2015 is still under consolidation. Nevertheless, she is hopeful that the 2006 targets have already been implemented. She stated that for Infant Mortality Rate, La Union recorded the highest rate with more than 15 deaths per 1000 live birth. For diseases, Pangasinan recorded the highest in dengue cases, and second in Malaria incidence next to Ilocos Norte. From among the leading causes of mortality in the region, tuberculosis ranks fifth. Leprosy is a hyper endemic case in Ilocos Norte and Ilocos Sur. She urged the concerned officials to give focus on this issue to totally eradicate the disease.

 

Dr. Enrie Mendoza at this point requested to put on record that the RDC-LLPDC is making advocacy for MDG.

 

6. UPDATES ON BUDGETING CONCERNS

 

Ms. Mila Jimenez of DBM RO I briefed the participants on RA 9358 (Section 4) or Automatic Appropriations. She said that the impact of this law is that LGUs are already assured of their IRA shares yearly. They are no longer affected by the non-passing of the Annual General Appropriations Act.

 

For FY 2007, IRA level was pegged at P183,937,599,000 broken down as follows:

Ms. Jimenez further said that Philippine National Bank is given authority to accept government deposits up to May 3, 2007 only as per Department of Finance Order # 27-05 dated December 09, 2005.

 

7. UPDATES ON LOCAL GOVERNMENT CONCERNS:

 

Ms. Corazon Salindong of DILG RO I briefly discussed the Capability Building Program on Computer Applications and Information Systems for LGUs and DILG Personnel. She said that the target LGUs by province for field training are the following:

Ilocos Norte           : Pagudpud, Solsona, Banna, San Nicolas

Ilocos Sur               : Suyo, Santa, San Juan, Tagudin

La Union                : City of San Fernando, Bacnotan, Bauang, Naguillian

Pangasinan : Bani, Binmaley, Calasiao, Tayug

 

Ms. Salindong further said that the training contents application system are the following: Business Permit and Licensing System (BPLS), Sanggunian Information System (SIS), Management Information System (MIS), Personnel Management Information System (PMIS), and Real Property Tax Assessment (RPTA).

 

The program is expected to end on June 2007.

 

8. DISASTER RISK MANAGEMENT (DRM)

 

Director Leonardo N. Quitos, Jr. of NEDA ROI presented to the group the Disaster Risk Management of Region I particularly in Pangasinan. He said the criteria used for earthquake-related Geohazards (ERGS) are: Ground Shaking (Earthquake Triggered Area); Liquefaction Prone Areas, Earthquake-Induced Shallow Landslide Hazard Zones, Fault Rapture and Tsunami Prone Areas. For Water-Related Geohazards, the criteria used are: flood prone areas; Mud/debris Flow Prone Areas; Rain-Induced Shallow Landslide Hazard Zones; Erosion-Prone Areas; and Storm Surge Prone Areas.

 

The following cities and municipalities in the province of Pangasinan are categorized according to the following:

 

High Risk Areas: Bayambang, Dagupan City, Lingayen, Malasiqui, Mangaldan, San Carlos City, Urdaneta City.

 

Medium Risk Areas: Agno, Aguilar, Alaminos City, Asingan, Balungao, Binalonan, Binmaley, Bolinao, Bugallon, Calasiao, Dasol, Laoac, Manaoag, Mangatarem, Mapandan, Pozorrubio, Rosales, San Fabian, San Jacinto, San Manuel, San Nicolas, Sta. Barbara, Sison, Tayug, Umingan, Urbiztondo, Villasis.

 

Low Risk Areas: Alcala, Anda, Bani, Basista, Bautista, Burgos, Infanta, Labrador, Mabini, Natividad, San Quintin, Sta. Maria, Sto. Tomas, Sual.

 

Director Quitos has requested the LGUs to consider these risk areas in their physical planning.


 

PART III – LEAGUE MATTERS

 

A.     Summary of Attendance

 

Dr. Mendoza presented to the body the summary of attendance for 2006 and as he noticed the poor attendance of some MPDCs, he requested that these MPDCs/CPDCs give their contact numbers/e-mail addresses and he be the one to call their mayors who do not want to send them to meetings of the league.

 

B.      Work Program
